Postdoctoral Scholar – Law, Policy & Engineering (LPE)
The Kirchhoff Lab at Penn State is recruiting a talented Postdoctoral Scholar to contribute to two National Science Foundation funded projects that investigate 1) transformation/transitions in U.S. water quality governance and co-production that resulted in measurable improvements in water quality and 2) the human dimensions of resilience and climate adaptation in water/wastewater systems. The successful candidate will also contribute to advancing public service-oriented research initiatives at the interface of Law, Policy and Engineering (LPE) to benefit society. This limited-term, benefits-eligible position will have an initial contract for one year; the possibility of renewal for a second year is contingent on satisfactory performance.

Two research assistants are needed to identify, summarize, and compare state and municipal drinking water policies and programs. One research assistant will focus on state policies that address interfund transfers by local governments (i.e., between enterprise and general funds). A second research assistant will focus on state and municipal policies governing whether or not and how the public is notified about or engaged in proposed changes in rates and charges for water. Finally, research assistants will assist in identifying state level policies and programs (including funding streams) that incentivize or require drinking water systems to address climate change adaptation or resilience.
